We are seeking a highly qualified External Evaluator to conduct an in-depth evaluation of the second phase of the Boresha Elimu Mbozi project. The successful candidate will assess the relevance, effectiveness, efficiency, and sustainability of the project through a mix of qualitative and quantitative methods, including interviews, focus group discussions, classroom observations, and document reviews. The evaluator will produce a concise final report (maximum 20 pages, excluding annexes) with actionable recommendations for the project's third phase.

- Evaluation Design & Planning:
- Develop an evaluation proposal, including an inception report and a detailed budget.
- Design and implement mixed-method data collection tools tailored to the project’s needs.
- Field Work & Data Collection:
- Conduct interviews with key stakeholders (project staff, education officials, community representatives, teachers, parents, and students).
- Facilitate focus group discussions and carry out site observations in selected schools.
- Review and analyze relevant project documentation and reports.
- Reporting & Presentation:
- Draft a comprehensive evaluation report (max. 20 pages) with a 2-page executive summary.
- Incorporate findings, conclusions, and recommendations to guide future project improvements.
- Present the final report to PCF and the operational partner.
- Compliance & Ethics:
- Adhere to United Nations evaluation norms, ethical guidelines, and child safeguarding policies.
- Maintain confidentiality and respect cultural sensitivities throughout the evaluation process.
- Educational Background:
- A relevant degree from a recognized institution; advanced qualifications are a plus.
- Professional Experience:
- Demonstrated experience in conducting project or program evaluations, particularly in the education sector.
- Proven track record with both qualitative and quantitative data collection and analysis.
- Experience in evaluating projects with a focus on gender sensitivity, child protection, and inclusive education.
- Skills:
- Excellent analytical, interpersonal, and communication skills.
- Fluency in both English and Swahili.
- Ability to work effectively in remote and resource-poor settings.
